Primary succession starts with no soil. I believe you mean secondary succession (with soil). A better intro would be to manipulate the habitat starting from the secondary succession and selecting the pioneer species to the producer's objective (Climax Species). Unless the producers want to start from the parent material? In this case, federal dollars (EQIP, CSP ,CRP yadda yadda) can not be used because more resource concerns would be created.
